PROJECTS OF THE PALILULA MUNICIPALITY AND CITY OF NIS AWARDED GRANTS FROM EU

Five millions euros was granted for 29 projects in Serbia to the cities and municipalities and it will be included and 25 local governments in realizing of projects as partners. Size of donations, in first cycle of registration amount is between 100 and 300 thousands of euros. Program Exchange 3 brought, thanks to the projects of City Municipality of Palilula and City of Nis about 260 thousands euros in Nis. Delegation of European Union in Republic of Serbia and Standing Conference of Towns and Municipalities organized with this occasion, festive promotion of contracts with cities-municipalities that awarded grants on base of first invitation within EXCHANGE 3 program. To the present representatives of cities and municipalities spoke: Bozidar Djelic, Vice President of Government of Republic of Serbia, Vinsent Dezer, chief of Delegation of European Union in Republic of Serbia, Djordje Stancic, general secretary of SKGO and Irina Slavkovc, manger of Program EXCHANGE 3.
This festivity in Belgrade visited Prof. Dr. Igor Novakovic, president of City Municipality of Palilula, on the occasion of the grant to the municipal project in area of social services in amount 113 thousands euros and Boban Mihajlovic, member of Council of City of Nis for project granted to the city for improvement of City services worth 143 thousands euros.
Bozidar Djelic, Vice President of Government of Republic of Serbia said that is 10 million euros approved for program EXCHANGE 3 and he said that in this cycle of project of cities and municipalities from Serbia use the funds for improvement life in local communities, from development of solid waste management through the establishment of the Geographic System, improvement of investments possibilities in tourism, strengthening of local finance. These are all elements to improve business climate and possibilities for investments and improving of life – stressed Djelic.
“EXCHANGE 3” program represents great success by stimulating cooperation and exchange of experience between municipalities from Serbia and European Union. On the one hand this cooperation will improve quality of services for citizens on local level, in economical. Social and cultural sphere, while the other hand, directly include local actors in process that every day, step by step, bring Serbia closer to the European Union”, stressed Vinsent Dezer, chief of Delegation of European Union in Republic of Serbia. This projects by rating of Dezer put the citizens of Serbia in the center of decision – making process which is the key value of European Union.
“I thank the Delegation of European Union on efforts to develop local government and to the support to the ours project “Strengthening of municipal capacity for improving quality of life for socially vulnerable groups” stressed Prof. Dr. Igor Novakovic, president of City Municipality of Palilula. This project we realizing with Municipality of Kustendil from Bulgaria and approved funds we will use to form multidisciplinary mobile team which will provide a set of services in area of social protection to the most vulnerable categories of population in our municipality. Project will specifically focus on elderly and infirm persons, as and on persons with disabilities, then the socially vulnerable, who due to their economic status do not have equal rights. On territory of Palilula Municipality is registered and 1125 socially – endangered people with difficulties. These are people who can not care of themselves, people who are immobile, week and depends on others help. From 5061 older people (over 70 years old) 487 is from surrounding villages of Palilula Municipality. They are inactive persons who for themselves can not provide elementary assets for life, persons with low mobility and little physically active.
Program EXCHANGE 3, is financed European Union, managed by Delegation of European Union in Serbia, and implemented by Standing Conference of Towns and Municipalities, represent a continuation of actions and measures that were initiated under the program EXCHANGE 1 and EXCHANGE 2 and it is aimed at bringing the EU model in operation and improving the capacity and efficiency of local governments in Serbia.
